As staff and management of Benue Internal Revenue Service
(BIRS) continue to play host to throng of visitors since the re-appointment of
Mr. Andrew Ayabam, it is poignant to emphasize that the achievements recorded
by the organization between late 2011 and 2013 when he held forte in the
organization were made possible through the concerted effort of some committed
Benue indigenes, and not by angels; and so it is expedient to understand that
every hand must be on deck to spur a paradigm shift in order to enable Mr.
Ayabam yield the desired results early.

Unarguably, one can make bold to say that the future
of the State looks good and it is becoming glaring that Governor Samuel Ortom
has opened the flood gate of appointments with technocrats, professionals, and
incorruptible persons into key positions of critical institutions that are the core
economic mainstay of the State.

When Mr. Ayabam was first appointed in 2011 during the
Suswam administration, he was not under any illusion as to the formidable
challenge and task ahead. He inherited an institution in decay and dire need of
a new direction. Benue is blessed with honest and hardworking individuals, who
though may be in the minority are on daily basis giving their best for the good
of the State.

Mr. Ayabam had during his first sojourn as the Chief
Tax Officer of the State proven beyond doubt that he is enormously endowed with
the quality and integrity to run the organization.

On his trail after vacating office in late 2012 was
the engagement of over one thousand five hundred Benue youths who were later
absolved into the State Civil Service.

An astute banker of repute, Mr. Ayabam has uncommon
potential. Given empirical evidence and ongoing efforts since assumption of
office, Mr. Ayabam will surely bring an age long experience to bear once more,
and this will be geared towards turning around the dwindling fortune of the
organization as well as shore-up the dwindling Internally Generated Revenue
(IGR) of the State.

The widening of the Benue tax net was made possible by
Mr. Ayabam when he embraced modern technology as Executive Chairman of BIRS in
2011 and it is believed that as he returns, the technology he acquired will be
upgraded to reposition the BIRS to the path of maintaining a comparative
advantage over other Federating units in the polity.

It is a well known fact that Mr. Ayabam always breaks new
frontiers. He has demonstrated with aplomb, some successes in business with his
enterprise name “Steam Fast” which has over the years guaranteed employment for
hundreds of Benue youth – it is therefore in line with this conviction that has
strengthened the belief in Mr. Ayabam’s disposition to encouraging the growth
of small and medium scale businesses in the State. This conviction, as the case
may be, will in effect help widen the tax net of the State, as well as cushion
the effect of the prevalent harsh economic realities evident in the country.

When a man is steadfast in what he has been called and
ordained through providence to do, then the sky will be his starting point, and
not his limit. These ageless and potent words aptly describe the magnificence
and essence of this man, Mr. Andrew Ayabam, a former director in FCMB and the
Federal Inland Revenue Services (FIRS), a mercurial and benevolent man of

Although, he is a competent tax expert, it will however
not be out of place to remind him that while he was away, a whole lot of issues
came-up, issues that threatened and almost extinguished the legacies he left

Infact, multiple taxation became the order of the day,
while tax consultants outrightly stopped remittance into the organization’s

To this end, new ways must be devised to frustrate the
activities of fraudsters. The most up-to-date technology for the protection of
the organization’s smooth operation, and to forestall the abuse of its hard
earned integrity must be employed. This way there will be a level of assurance to
the Benue tax payers, thus engendering trust.

While bringing his legendary expertise to bear, Mr.
Ayabam will be expected to come-up with a tax policy document for the State
that will address achieving sustainability in revenue generation, identifying and enhancing the enforcement of existing revenue streams
while also achieving cohesion in the revenue ecosystem-towards achieving a good
